NEW DWELLING - SITE BUILD

REQUIRED SUBMITTALS

Permit applications will not be reviewed until all of the following information has been submitted 

ASSOCIATED FORMS AND SAMPLES

SITE PLAN

Show size and location of proposed house, size and location of existing buildings on property, lot dimensions and shape, distance between buildings and property lines, and include a North direction arrow. Often included with full construction plans.

COMPLETE CONSTRUCTION PLANS

In addition to the site plan, floor plans, foundation plans, elevations, construction cross sections, tall wall designs (if applicable), and all structural details are required to be shown. 

ENERGY CODE COMPLIANCE DESIGNS
Prescriptive Path: 

Submit the ECC Form (Zone Specific); calculations must be shown on plan or separate document. The construction details shown on plans must match info shown on forms. Any trade-off calculations are to be shown as well. 

Performance Model Path: 

Submit the ECC Form (Zone Specific) as well as the Energy Performance modelling report (reference and proposed). The construction details, equipment specs, air-change rates must be the same on all plans, forms, calculations, and reports. 

SPRAY FOAM INSTALLATION

If using spray foam, have spray foam installation contractor submit the CCA Worksheet or their own install data sheet; info must include manufacturer’s name, product name, CCMC Evaluation report, and contractor’s certification. 

DO NOT USE ‘Froth Pack’ or similar DIY spray foam products; they are crack-filler only.

NEW DWELLING - RTM / MODULAR

ORIGINAL CONSTRUCTION DOCUMENTATION

An RTM or Modular home will be constructed off site typically in the yard of a qualified builder.

If the dwelling is constructed by a builder that is regulated by a CSA A277 Certification, demonstration of the CSA A277 documentation must be submitted.  Some construction inspections may be required.

If the dwelling is constructed by a qualified RTM builder that is NOT a CSA certified facility, inspections must be conducted by Licensed Building official, and reports for the Framing inspection, and the Insulation / air-vapour barrier inspection must be submitted.

SITE PREPARATION AND FOUNDATION

Site preparation and foundation requirements are required to comply with CSA-Z240.10.1, “Site Preparation, Foundation, and Anchorage of Manufactured Homes,”

FLOOR PLAN

Mobile home floor plan required showing dimensions, bedroom window sizes and types, & smoke alarm locations.

DECKS, LANDINGS, ACCESS STEPS

Construction details for additional decks or access steps and landings are required to be submitted (every home must have at least one permanent set of access steps and landing before it can be occupied).

RELOCATION OF EXISTING MOBILE HOME

If approved for development by the local authority, the requirements listed above for a SITE PLAN, FLOOR PLAN, and FOUNDATION information are the same when relocating and existing mobile home, however, an inspection of the home prior to approving its relocation is likely required by the local authority, and proof of its CSA compliance is required (label or documentation).  Life safety items such has bedroom egress windows and smoke alarm requirements will be required to comply with the latest version of the NBC.

DWELLING - RELOCATION

PRE-RELOCATION INSPECTION

If approved for development by the local authority or as part of the development approval process, the dwelling to be relocated must first be inspected by an appropriate building official.  This is to ensure some minimum levels of code compliance will be met, and to identify what specific upgrades will be required.

  • Life safety items such has bedroom egress windows and smoke alarm requirements will be required to comply with the latest version of the NBC.
  • Although it will be difficult to assess the exact structural make-up, obvious structural concerns will be required to be repaired, and may require assessment by a structural engineer.
  • Exterior finishes that are no longer preventing moisture ingress, or that are nearing the end of their service life will be required to be repaired or replaced.
  • Interior finishes that are in poor condition causing possible health concerns will be identified for replacement.
  • Energy code compliance is required for the new foundation and any additions, but not for the existing building.

UPDATED ELEVATION PLANS

Where repairs and updates are required to the building envelope in order to comply with Spatial Separation requirements (See BCB – ‘Spatial Separation’; download under SITE PLAN forms), drawings showing the appropriate repairs, replacement, and upgrades are required to be submitted.

OTHER PLANS AND INFO

Where necessary to show any repairs or upgrades, appropriate design drawings and details will be required to be submitted as part of the approval process.

i.e Floor plan changes, renos that incorporate new bedrooms, structural repairs to roof, walls, or floor assemblies, etc.

Energy code compliance requirements will be at the discretion of the local authority.  Where the size of the addition is relatively small, the local authority may not require calculations, however, some prescriptive minimum insulation levels and window quality requirements may be required.

An engineer is required for attached garage pile and grade beam foundations that support living space above, or where a monolithic ‘thickened edge’ slab attached to dwellings with full basement or crawlspace foundations is being proposed.

An attached garage is not required to comply with the NBC.

A floor plan for the basement room layout is required showing use of each room or space, dimensions, bedroom window sizes and types, & smoke alarm locations.

CONSTRUCTION DETAILS

Use the Basement Development Wall Assembly form to detail how the proposed perimeter wall framing, insulation, and air-vapour barrier assembly.

SECONDARY SUITES

When developing space into a basement suite (secondary suite), ensure all details for the fire and sound separations between suite and primary dwelling are detailed.

DETACHED GARAGE AND ACCESSORY BUILDINGS

For most simple detached garages / accessory structures, the CCA-SK Fill-in-the-blank worksheet will provide all the necessary construction details to review the permit application.

ENERGY CODE COMPLIANCE DESIGNS

An attached garage is not required to comply with the NBC.

DETACHED GARAGE W/ LOFT or LIVE ABOVE

REQUIRED SUBMITTALS

Permit applications will not be reviewed until all of the following information has been submitted 

ASSOCIATED FORMS AND SAMPLES

SITE PLAN

Show size, dimensions, and location of the proposed accessory building, size and location of the house and other existing buildings on property, lot dimensions and shape, distance between buildings and property lines, and include a North direction arrow.

COMPLETE CONSTRUCTION PLANS

In addition to the site plan, floor plans, foundation plans, elevations, construction cross-sections, tall wall designs (where applicable), and all structural details are required to be shown.

An engineer is required for a proposed garage with living space above is designed on a monolithic (thickened edge) slab, or where a proposed grade beam and pile type foundation is designed.

ENERGY CODE COMPLIANCE DESIGNS

Energy code compliance requirements are applicable to the heated living space.  Submit the appropriate EC Compliance form and show calculations on the drawings when applying the Prescriptive Path.

COVERED DECKS & GAZEBOS

The following building permit documents apply to the construction of a deck with a roof.

Show size and location of proposed deck or structure relevant to the house / campers as well as dimensions to all property lines.  The overall deck dimensions should be shown on the site plan as well.

CONSTRUCTION DETAILS

For most covered decks and gazebos, the CCA-SK Fill-in-the-blank worksheet will provide all the necessary construction details to review the permit application.

For completely new decks and their roofs / canopies, use both the ‘Deck Construction’ FIB form, and the ‘Covered Decks’ FIB form.

If deck is existing and permit is for the roof structure only, only the ‘Covered Decks’ FIB form is required (along with site plan).
